Over the last couple of weeks, we have been contacting you about Welsh Government circulated guidance for the Childcare Sector on applying to the Coronavirus Job Retention Scheme (JRS)
Childcare providers are currently being contacted by Local Authorities to clarify furloughed staff and government funding. In line with HM Treasury’s guidance, and as a minimum Welsh Government has asked Local Authorities to verify with providers the following 3 things:
1. confirm that settings are not using JRS and government funds to double fund the salaries of furloughed employees;
2. confirm that the payments settings receive as a result of the JRS do not, combined with their existing and anticipated public funding, mean that they are now receiving total public funding that exceeds their anticipated level of income to cover salaries; and
3. ask settings whether they wish to end all public funding so that they can close and seek furlough on all staff and, if so, repay any public funding money in a way authority see best.
For authorities’ own financial control purposes they may want additional evidence and that is their prerogative, and would be in line with HM Treasury and HMRC guidelines.Tweet
