Closure of the Coronavirus Childcare Assistance Scheme to new Entrants

Following the decision to extend CCAS to the end of the summer period Welsh Government Ministers have been discussing  when the scheme should close to applications from new entrants.  This is an important part of the process of winding down the scheme, which is currently scheduled to close on 31 August. CCAS will close to new entrants from Sunday 12 July.  There are, however, two exceptions to this: 

 

  1. Members of the education workforce, be they teachers or wider school support staff, should still be able to apply for and access CCAS until the end of the school term.  This date will be set by local authorities in line with their term dates.  Our assumption is that these families would not need to use CCAS over the school summer holidays, but we have been advised that some members of the education workforce may need to work over this period to support preparations for September.  You may, therefore, see some applications for childcare in the holidays. If they can demonstrate they will be working, this is fine as long as the family has registered prior to the relevant cut-off date.
  2. Referrals in respect of vulnerable children will be allowed throughout the life of CCAS.  We know each authority has its own arrangements in place to manage these and are happy for these to continue.

 

Families who had registered for CCAS prior to 12 July can access it as needed for the remainder of its term. We will update our website and FAQs to reflect this decision.  At this time it remains available where only one parent in a family is a critical worker, though we will be reviewing the definition of a critical worker over the summer.  However, CCAS is only available to support critical workers to work.  If they are not in work, they should not be accessing childcare funded under CCAS. 

 

This date relates only to applications for CCAS from families.  Decisions on whether or not to increase the number of providers offering CCAS will be for local authorities, taking account of both capacity in the sector and the level of demand in their areas.
